'The West seems to still be holding on to a world that no longer exists. It's trying to recreate this world, to conclude some kind of agreement to calm things down. Unfortunately, this is only a signal for the opponents to raise the bar. Deterrence breaks down when appeasement becomes the dominant element of international relations, and it starts working again only in an acute conflict.

We are on a path where the cost of restoring deterrence may be much higher than it would have been had we responded decisively at the outset in 2008 in Georgia.
