It didn't explode because Becker, like many people decades before him who showed amazing effects on regeneration, embryogenesis, and cancer, was using applied external fields. This is a limited tool in the sense that it's hard to know what mechanisms it affects and how, or how to use it to modulate the very complex internal *native* bioelectric distributions in a specific way.
The biggest issue was that it was hard to move forward from those observations because this approach was not tied in to the mainstream advances in molecular cell biology.
No one knew what endogenous ion channels/pumps were important, what aspects of the native bioelectric states carried information, or what cell behaviors and gene expression changes were downstream. For a field to "explode", it has to connect to the most powerful tools available.
The first such tools for bioelectricity were published in 2002, and the field has indeed exploded. Lots of good labs in the field now.
